They're not changing the prices based on previous site visits. They're tracking what you've bought and changing what prices are presented first based on that. The former would be illegal in most places. The latter isn't.
They aren't doing either of those things, but I'd be interested in which law they're breaking in your first example. I'm not aware of any.
