Well I think that is misunderstood - basically you are allowed one set straight off, then your ability to change them over again may have to wait to the following year. But I cannot see GGL saying "oh you are GGL now but you have to wait another year to get this key benefit". BAEC's response clearly said "next set of cards", not the next opportunity to get your first card.
