International connection rules

I am in Manila right now and due to the typhoon situation, a lot of flights are getting cancelled. I have a MNL-BKK flight tomorrow on PR and then a BKK-BOM flight on 9W, on a separate PNR. In case PR cancels the flight due to typhoon related reasons, I assume it will put me on next available flight, but what should I do about the next leg on 9W. Will PR take the responsibility even if the 9W flight is on a separate PNR. I contacted the call centre but they didnt seem to have much idea. Shall I contact 9W in advance and inform them about the situation? Will 9W do something about it?

It is difficult for me to change the flight since (a). I don't know what wil the situation be tomorrow and (b). the fare difference is too much.
