There's a clear plastic pouch that looks like an unusually large name tag that you would use on a suitcase. It is sized such that it fits a folded letter-sized piece of paper (I think folded just once, but it might be twice; I didn't have a close enough look). Pouches are being given away at a large display near the check-in machines, and also at the entrance to the UC. At the end of the pouch is a slip-through loop that you put around the bag handle -- the clear part hangs from there. The pouch looks like it has a zip-loc style seal to hold the paper in place. The whole thing seems tough enough that it might survive multiple uses.
