Used similar system on cruise ship this year. Bag tag printed on home printer, folded lengthways twice, following pre printed lines and then stapled around the baggage handle. Seemed perfectly secure and withstood handling although I don't know how it would withstand moisture such as on a wet apron during loading/off loading.
