My suspicion is you're not really printing an actual tag, you're printing a token (barcode) that indicates you intend to check and have paid for X bags. Bring that printed page to the airport, hand it to agent, agent scans, prints real bag tags, affixes and checks ID.

Basically moves the kiosk portion of the check-in process home.
not what it sounds like. What you print is apparently attached to the luggage.
