Yes, I thought Gogo blocked this type of thing. I think I also saw at the end of safety video earlier this week that Delta did not allow voice calling over wifi or something to that effect. The average service connection for Gogo is so slow, not sure how you could manage it anyway.
From a technical perspective, GoGo can only block the traffic if they can see it.
This workaround to enable this to work is to have a VPN client configured to tunnel all-zeroes (all Internet-bound traffic) through that VPN gateway. Thus, GoGo will only see the encrypted stream and allow that through, and the VPN gateway will hairpin all the traffic. Now - what that generally causes (given the saturation of most flights' GoGo connections) is extreme lag and latency rendering the connection nearly useless. I've only ever done this once, and that was to listen to an absolutely vital conference call, and sent in my comments/questions/etc over IM. I too consider this the height of sociopathy on a plane.
Now - as to how to stop this sort of behaviour? Ring the call button above your seat. If you want to be a bit more passive, get up and walk to the galley to have a chat with the FA. I'm sure they would be more than happy to enforce the peace in the cabin.
