15 years ago I had 2 cartons of cigarette instead than one and the customs agent spent a lot of time, complete some forms and had to pay FFR 70 (about USD 10). It was a young customs inspector who want by the book.
The younger the passport control or customs agent, and/or the more likely such staff think they've "made it" relative to their primary school peers, the better off people are to avoid them and seek out the gray-haired ones without a chip on their shoulder.
