You believe incorrectly - redemptions on BA have the full surcharge and redemptions on IB have a small surcharge - otherwise no surcharges

e.g. yesterday redeemed SYD-MEL-DOH-MAN / AMS-HKG-SYD on QF, QR and CX and total taxes was USD135
