Are people here saying that when I come back to the States and haven't consumed the granola bars, that I should declare them? I just went through GE last week and the prompt said "fruit/vegetables/meat", not "food". I was not carrying any of those things, so I didn't declare my granola bar.
Assuming your granola bar has no fruit/veg/meat, and the question is not a generic food question, you are OK.
Myself, I always have some sort of food item with me, so I have been declaring, get a "O" and then tell them what I have. Mostly just get waved through. Most recently, had Nori (processed Japanese seaweed) and Ume candy (processed plum). Just told the inspector, was asked whether I had any raw stuff, and when I said "No," he waved me through. Later on, at home, I realized I had some other stuff, not prohibited, but my jet-lag caused me not to remember. Perhaps best in the future for me to make a list of the food items while packing for return trip, so memory is sharp. Then go through all the bags for any stray items.
