The answer is yes he can. He can go airside the moment he has his boarding pass. He can do so even if he has checked bags. But like the poster above pointed out, the Wing is not open 24 hrs; might want to crash at the Plaza Premium lounge for for 3 or 4 hours the Wing is closed.
