Lost Interline Bag

Have searched the forum but can't seem to find a great answer here. Wife and I flew LIH-HNL-ATL on Saturday night. LIH-HNL was on Hawaiian (booked via UA miles) and then HNL-ATL was on DL (booked via DL miles).
I was a bit surprised in LIH when HA tagged the bags all the way through to ATL (thought they had done away with this a couple of years ago), but pleased that I didnt have to re-check in HNL. We get to ATL...one made it, one did not. Went to baggage service in ATL and was given a file ref #.
So now a few days later, still no sign of the bags. Got a call from DL in HNL today -- they're looking but not sure if they ever received from HA or not.
So here's my question -- was an interline on two separate tix...who is ultimately responsible if the bag never turns up? At this point, I'm not overly optimistic...but not sure what to expect here.
