That's a good question. I think any sector ought to qualify under the rules but I cannot be positive. Imagine a situation where you planned to meet someone during one of the layovers and that layover has now been significantly shortened with a schedule change. I think you'd be within your rights to expect the option of a change or refund/coupon.
