I'm not a ua fan but I side with ua in this case. Reading the email basically indicates op doesn't fully understand how the system works. CPU bucket is not known. R9 does not mean there are seats for CPU. It is correlated true but it can be r9 and no CPU and no glitch. I believe it's rare as usually r9 would mean there's at least a couple seats for CPU but it is absolutely not guaranteed.
