Vantage Points program dead???

I was considering flying Vanguard SFO-MCI (San Francisco-Kansas City) next month, and wanted to sign up for their FF program ahead of time.

Then I found this:

(In case the link doesn't work, it says, in part, "At this time we are not accepting new members to our Vantage Points Frequent Flyer Program so that we may offer you new and exciting programs in the very near future.")
