She didn't have an immigration violation. She had a passport problem. If they had gone a month earlier, she would have gotten in with no issues. As is, she was never admitted into the country, thus, no immigration violation.
B-747 is correct to err on the side of caution. (The lady was not "landed" in CR). However I fail to see possible impact of a CR denied entry on a green card.
