I have had one hotel try to have me pay a tax on a reward night, but they contacted IHG and were told to add it to their bill to IHG Rewards (well, Priority Club Rewards at that time).
There are different types of taxes, normally the hotels owe the taxes, in this case you in person do but the hotels are forced to charge it from you as you don't have to bother the authorities yourself and of course also that the authorities simplify their own work and don't have to argue with intractable guests like you

But anyway nice if IHG refunded your taxes because of goodwill. It maybe happened because of your status in their rewards program.
