You as the guest are liable to pay the tax, it's just a shortened method of payment that the hotels collects the tax from the guests for the financial administration.
You might say it's a service for you.
IHG pays the tax on reward nights. The government gets their money.

I have had one hotel try to have me pay a tax on a reward night, but they contacted IHG and were told to add it to their bill to IHG Rewards (well, Priority Club Rewards at that time).
