It doesn't matter if it's an award stay or not. The only criteria is if it's a business or leisure stay. You only have to pay for leisure stays (you should be able to proof if it is a business stay).
The payable city tax is calculated by the hotel from the net price (without taxes), not sure how they calculate it on an award bookings but they do
I never wasted time in analyzing the receipt of a few euros for maybe claiming a few cents.
