IMO it's very nasty to call the rate Best Flexible when it's not flexible at all, I've never seen any other hotel do this. Besides, when I checked there was an Advance saver rate which was cheaper than the BFR with exactly the same cancellation policy, is that funny?
According to the terms it's actually "normally" flexible (whatever "normally" means). You just don't get your money back when you change it.
My peeve against it is that they use the same rate name for different things, misleading people as can be seen again here. Most people associate "flexible" with the possibility to cancel/refundable because of that.
