Is this the old shared lounge (up the elevator in the old part of TBIT), or have they opened the new one yet?

They certainly served alcohol for many years in the old lounge, so I would suspect this issue is transitional. Either not bothering to renew because they are about to move, or if already moved not having received the license yet.
