Agreed. I've never had a card issuer make such a request. I did once receive a call asking for clarification on a card application, but I've never had to send in copies of documents or ID.

Perhaps I was focusing only on the potential fraud aspects of such a request. I would be concerned if a card issuer asked me to send copies of my driver's license and SSN card. That might mean there was an identiy theft issue.
I have been asked for additional supporting financial information when applying for second mortgage, but this was always done in person.
