I just went to the shell.com website and eventually found a link to US credit cards.
I believe I found the Shell statement you mentioned, located on the page for the Shell Mastercard from Chase:
"An Important Note About The Shell Master Card:
Shell is committed to its industry-leading rebate and will continue to offer the same value proposition beginning the first quarter 2003 to new card applicants. For updated information, please check back with us online in late January 2003. Thank you for your interest."
