Sounds from this statement like the animal is
NOT an ESA. If it were, it would not be a question of "did not
wish to check the animal" since as a checked animal in the cargo hold it could not possibly provide emotional support. Hence the animal should incur the pet fee and be restricted as such. (At least IMO based on this newest clarification.)
