Agree that if the bank refuses to be reasonable about providing a method that can be used while you are traveling, sending it to only your address-of-record is probably the next best alternative.

A respectful and still responsible bank would support you getting authenticated via security questions without any loss of security, then you could reset the pin via that call instead of being locked out of the card if you forget the pin (or be required to reset due to fraud) while traveling.

Mail is potentially exposed to thieves (even inside the postal system) who can get the pin and send it on to you with you none the wiser. Another man-in-the-middle security risk.
