So apparently Discover isn't going to issue EMV cards until the end of December. But as we all know, CSRs are not reliable sources of information; the last time I asked they claimed it would happen in 2015, for instance.

ATMs are online and will tell you nothing. Without running custom code as mentioned above, you literally will not find a place in the US (and probably Canada) that will use the offline PIN of that card. There are only a handful of terminals in the world that will require it.
I just remembered that before August he could have gone to Australia and asked to use PIN at some terminals. That's not in the US though. Honestly, if the phone system doesn't error on you the PIN is most definitely changed on their end and there's no need to test with an ATM. Just make sure to use it at Walmart or something before you leave.
