Not all of the CRJ-900s feature 76 seats; 38 of the US Airways Express CRJ-900s have 9F/70Y for a total of 79 seats. The pilot MOU grandfathered these planes and their replacements. Don't know if the pilots' combined CBA will eventually require these planes to be reconfigured the industry standard 12F/64Y.

As an older US Airways Express CRJ-900, I don't believe that any seats are actually MCE, despite what the mistaken seat maps may show.
