Yes, you can use multiple dining certs. Each property has a different policy regarding whether taxes are included or not. Afaik service charges are officially ecluded, but as usual YMMV. To be honest, if you stay at Fairmont properties a few times a year, it should be very easy to avoid this issue by just using the certs when it's 100% obvious you're within the T&C.
