1) How should we organize the information in this thread?

Maybe a syntax along the lines of

[CABIN] [Airline] [Routing] [r/t or o/w] [price], so a CAI-BKK First Class fare on QR will read like

[FIRST] QR CAI-BKK r/t $xxxx

2) Do Premium Economy Fares belong here?

Yes. Should include [PREM ECO] in the thread title

3) What to do with different threads for similar fares?

Depending on the number and frequency, merge them into a "NW USA to EU good deal premium fare" type megathreads.

4) What fares are appropriate for posting here?
I am of the opinion that any fare that
- can be replicated on ITA
- can be booked via the Airline Website OR an OTA
- can be booked without any specific "trickery"

should be posted here.

I'd argue most posters have a good sense of what is a "usual" premium fare for a particular route in a particular cabin, viz-a-viz what is a "deal". Threads that aren't that good a deal won't get as many comments and will fall of the first page over time.
