So were you calling about a direct flight PHL-MAD or an itinerary involving connections? BA charges per segment, so PHL-LHR-MAD will cost the same in avios as PHL-LHR, LHR-MAD, but more than PHL-MAD.

The award table is the same for a redemption on BA, a partner, or BA and one other partner. However if you try to book more than one partner on one ticket you use a different distance based award table.

For a direct flight in Y between 3,000 and 4,000 miles you are correct. If the agent is trying to charge you 60,000 for this then they've made a mistake OR you are trying to book two or more BA partners on a total itinerary of 4,000 to 9,000 miles.
