You can earn avios on EI and there doesn't seem to be any exclusion for EI regional, but the earning rate is very poor on EI. There is no tier bonus or cabin bonus, and many of the discounted economy fare buckets earn only 25% miles with a minimum of 300 miles. The earning table is towards the bottom of this page:

In terms of redeeming, I had heard that redemption availability on EI shorthaul was very scare but I don't have any personal experience.
