Whilst I have never been to GIB I have had the misfortune of walking around Lisbon in the rain and do not wish to do it again. The pavement is made of small white stones like many Portugese cities and they are lethal when wet.

Lisbon in the sun is rather good however, an afternoon on the Sagres even more so.
