Airlines need to pad so that business travelers (and others) have a realistic arrival time. I don't care what the actual flight time is, even if SDF-ATL is blocked at 1.5 hours and the flight is only 48 minutes. Delta knows operations and the constraints that taxi time and hold time can put on a flight.
