Another potential reason is time of day. I haven't looked at these specific flights, but flights that depart/arrive at the busiest times of day usually have more padding in the schedule to account for extra taxi time.

But yes, DL pads their schedule to make sure that they are "on time" (which is up to 15 minutes late).
