Not false if I can point to examples. Just let's all be friendly. I agreed that there may be cases where it works but you suggested that is the way it is designed. Issuers are screwing up if they authorise a tampered stripe like that. Of course look at the Brasil transactions ... Issuers aren't always verifying transactions properly.
