Saw an insert in today's paper for Citibank Pt Select Mastercard with 1.9% APR on balance transfers until Jan 1, 2002. No annual fee, but rate after introductory will go quite high; presently std rate is 13.99%.

There is a fee for the transfer: 3%, but not less than $5 and also max of $29.
