I suspect there may well be checks and balances and they could be the very reason why we see this 'fairly often' on this forum.
The other recent F 'near-downgrade case' was an Avios booking (2-4-1?). This one is an upgrade using a free instrument (GUF) with "forced" availability and the low fare ex-OSL (which I assume was an ex-EU rather than a genuine need to be there).
But the fact of the matter is that neither was downgraded in the end. It does suggest the system is actually 'working' although not exactly nice for the passenger.

You'd be surprised. SIN is extremely busy rather often.
I actually think BA really should stop doing this 'one-way free upgrade to F" on F-busy route though. It might be contributing to the overbooked F problems??!
