This. No way doing an SDC will get you ORC. That said, would be interesting to note how the tickets are marked if the IRROPS tool becomes available because of WX somewhere. Obviously, it would only be an option if there was weather (or some other IRROPS) that day. I don't recall seeing any reports on people using the auto-IRROPS tool and if their tickets were marked for an invol change - I suppose it should be, but who knows? Even then, you could always call an agent to make the change.
But for a strictly SDC, that is your choice to make the change, and so definitely no ORC for that.
