Without being very deceptive (lying outright), it would be difficult to construct a scenario in which you'd have even the slightest chance of getting ORC for a voluntary SDC. There's just no basis for it. Since ORC never happens without human intervention, it remains one of the few areas in which somebody at the other end of the phone has to make a judgement call in virtually every single case. How would you make your case that offering you ORC would be a fair thing to do?
