Exactly, it should be offered as standard to all guests, not via some membership or booking through a preferred partner or booking a specific rate.

It is a bit of a joke that the "high end" hotels seem to carry on charging for this, yet the "budget" and boutique hotels have this as standard in their room rate.
I agree, there is something annoying about driving past the Motel 6 and seeing a sign advertising free service. Then you arrive at your luxury hotel only to be presented with a bill.
