It's funny, on the one hand we want simple rules like "no one gets in without a picture" but in cases like this, I think we'd all be a bit better off if people at the borders used their judgement.
I don't know where the balance is, but I'd be happier if we weren't always at the zero tolerance line. For the people at the border it is, no doubt, a CYA thing. For us, it is because we want some things to be black and white, we're scared of the gray areas. It would be nice to advance beyont this somehow.
