I have an upcoming connection at FRA from UA to TK with about a 4 hour layover.

There's a good chance we won't want to take the TK flight, but our bags will be checked through.

Where do we ask to get our bags back? I'm guessing a transit desk, since we won't want to clear immigration and customs without the bags?
