Thank you for the help and suggestions on this. I just tried that and it works ok until the "I agree - Continue to Change" page. However the HI itinerary also worked up until that point, it was only when I went purchase/confirm it that it errored out (there's a pending cc charge, but I'm sure that will drop off).

Another weird data point is that the confirmation page always says "this ticket is refundable" but gives me an error when I try to request the fare rules.

Makes sense, I'm not expecting too much since I would otherwise have been forced to throw away the ticket. The odd thing here is that the website always prices out new itins almost exactly as I would expect: it's giving me the published fare for the new itin less about have of the original itin. It just throws an error when I try to confirm the change. I think my options are a) HUACA, b) find an itin the website is ok with, or c) give up. I am still curious what fare rule is throwing the exception here though.
