It's very confusing. I have looked and thought if was the most significant carrier rule (BA) but a apparently not!
The MSC does apply - it applies per check in
If going without a stopover LHR-HKG-MEL , then BA will be MSC and so its allowance applies all the way to Melbourne
With a stopover , then there is only 1 carrier ( BA for the 1st journey and CX for the other ) and so MSC is irrelevant ; the operating carrier's allowance applies
