Are they stopping over in Hong Konk or just connecting through?

If just connecting in HKG on the way out then the BA allowance of 2PC will apply all the way to Melbourne

If they are stopping over in HKG, then they will be limited to 25Kg allowance for HKG-MEL

Similarly , if this is a return trip

Out of Melbourne the allowance will be 25Kg if there is a stopover

If they connect to London ,then BA will be the MSC since it will be the carrier which passes between TC3 and TC2
