You are probably right. I can see people trying to sneak in at night, in the pitch black, getting shot by landowners. People are funny though, and even when tours are offered, they will try to save money by tagging along. When I did the night manta ray dive, there were people in canoes coming out and trying to use the tour companies floats. In Puerto Rico, people were following our bio bay tour. I am surprised they didn't get lost and left out there.
