<font face="Verdana, Arial, Helvetica, sans-serif" size="2">An internal investigation at the Homeland Security Department has found that the hiring process for tens of thousands of airport screeners after the Sept. 11, 2001, terror attacks was so haphazard that many new screeners were allowed to remain on duty at security checkpoints for weeks or months after it had been determined that they had serious criminal records.</font>
