Here in China, everyone seems to pretentious when it comes to steaks and I've had a waiter bring out the steak out well done after I told him I wanted medium rare, he laughed and told me a well done steak is how it's suppose to be like it's my first time at the eating a steak or something.
Have you tried Roosevelt Prime Steakhouse in Shanghai? They have some of the best steak I've eaten when in Shanghai. They will cook a medium rare to a true medium rare.
When in Vegas, I always head over to Vic & Anthony's. On a trip there this past October, they even had an option for a topping of seared foie gras.
