Interestingly the Priority Boarding line at LCY doesn't even allow Silvers - just Gold and Business Class... which in my understanding is not exactly in line with BA's advertising or OW rules.
Probably better that there be some genuine priority boarding for some than that the whole thing basically become pointless.
I'm always reminded by the extreme case of the episode when Qantas had to change its priority baggage procedures, because on some flights more than 80% of the bags qualified for priority handling. There's no point even trying to do it in those circumstances.
