I'm not certain I understand your comment. If you're trying to explain US' upgrade policies with their preferreds then I assure you I'm familiar with the policies. But to be clear, preferreds only receive free upgrades on domestic flights which include Canada, the Carib and parts of central america. FRA is the airport code for frankfurt germany which is considered an international flight. Therefore all passengers must either buy a business class seat outright or use some sort of upgrade instrument of either 30k miles plus $300, or cash upgrade which ranges from 700-1k, or chairman upgrade certificates. Thus it seemed pretty funny that on a plane that carries some 290 pax, there were only 40 onboard of which 28 were in J and 12 in Y. Come to think of it, the Y cabin might have been kinda creepy with so few pax... hope that clears it up for you.
